German Government Welcomes Conclusion of Negotiations on Compensating Victims of the La Belle Attack German Government Spokesman Béla Anda stated that the German Government welcomes the agreement reached in Berlin on August 10, 2004, between the Gaddafi International Foundation for Charity Associations and the legal representatives of the German victims of the La Belle attack. The two parties have settled on $35 million in final compensation for the victims legally represented in Germany who sustained damages in the attack on the La Belle discotheque in Berlin on April 5, 1986. The Libyan side has promised to effect prompt payment of the compensation, making possible further expansion and strengthening of German-Libyan relations. High-level political visits by both sides will be an expression of the intensification of bilateral relations which has now become possible. The Chancellor has received a written invitation from Libyan revolutionary leader Gaddafi which he has accepted. With the agreement reached today, nothing stands in the way of the Chancellor visiting Libya soon. The German Government and German business and industry are prepared to support Libya in the modernization of its economy. In consultation with its European partners, Germany approves of giving a new quality to the relations between the European Union and Libya. To this end, it will pledge its support for wide-ranging talks on all issues relevant to European-Libyan relations. August 11, 2004
